The only things I've ever heard of as being referred to as scale paper is graph paper and ph scale litmus strips. But since you're talking about wrapping soaps, I'm going to assume scale paper is butcher paper, like the butchers put on the scale and then wrap meat in.
For MP you can use shrink wrap, which is not the same as saran wrap. You can check out Uline.com on shrink wrap.
I don't know what your soaps look like, but there are also plastic clamshells:
