Is there no one else in your family who can help you to get your stepdad to go for a check-up? Without knowing more about his condition or overstepping myself as a nurse, there isn't much more I can suggest/do. Hope that your stepdad sees reason though, before anyone else gets hurt. And yes, it's difficult to just stand by wanting to help. The person has to want to help themselves get better first before you can help them.
