Rule of thumb is .3-.5 oz. of fragrance per WEIGHED pound. That's approximately 1 1/2 teaspoons.

Perhaps you are heating the soap too much. I'm new to making soap, and my first batch I heated lightly and it smelled great. The second batch, I accidentally heated it to near boiling before adding the fragrance oil...one whiff of that stuff, and I had an awful headache for the rest of the evening :/
