Can anyone recommend the best base to use for the most lather?

Anything with SLS or SLSA will have the best lather. Otherwise any shaving soap bases will also have very good lather.
I don't know where you plan on ordering from, so I can't really be more specific.

Try BrambleBerry's MP sample pack and see which one you like best.
