Should I use a preservative like "grapefruit extract" in my M & P soap when using milk powders such as: goat's milk and coconut milk to keep it from going rancid?

Grapefruit seed extract is NOT a preservative. If you are looking for an anti-oxidant, you can use a small amount of ROE (rosemary oleoresin extract). It really is best to use an MP base as is; just add color and scent if desired, or buy the base that already has milk in it.
