I want to make a liquid shampoo soap useing Goats milk for some of the water. At what point do I add the Goats milk assumeing I don't want to add it to my potassium hydroxide? Can I add it at trace just like CP?

The formulary page at Snowdrift Farm says to add goat's milk at trace with liquid soap. You can find the paragraph about 2/3 of the way down in the middle column.
