I have heard that if you put 1t of salt per pound of oils it will make your soap harder and if you put 1T of sugar per pound of oils it will make your soap have more bubbles. Is this true?

Yes, you can do that, but add only one and NOT both to your lye water, otherwise they won't dissolve properly. It is better to reformulate your recipe for more bubbles and hardness.
