Okay, I normally do MP, but I am starting to broaden my horizons and got some Shampoo, Conditioner, and Bubble bath bases. What type of colorant is safe to use and how much fragrance?

For one gallon of base, you will need 1 oz. of fragrance. For 16 ozs. you would need 1/8 oz. or 81 drops. For colors, I would try LabColors. http://www.brambleberry.com/LabColors-C171.aspx

Hmm...is there not a more natural option? I usually use herbs and clays for my coloring. Would Micca work? If not, I will purchase some of the lab colors.

So, there really isn't a "natural" colorant that will work in them then?

You can try Rattanjot infused in oil, or paprika infused and strained. Unrefined palm is yellow, but I'm not sure how much it would take before it messes up the preservative balance, or the HLB value.
