Can you use cake icing clolor or candy color (like Wilton) as soap color?

If that's all you have and it's just for yourself, then yes you can. Be aware that the color will migrate to other parts of your soap if you are swirling. It can also discolor a towel or a washcloth.

I just wanted to experiment with swirs (it would be for myself), but sounds like it's not a very good option, maybe I'll try sea kelp powder.

I used kelp in my first soap.... it got the name "stinky soap" and I still have 90% of it left. Now I use it as a white elephant gifts . If you choose to use this go very lightly!

I used wayyyy too much kelp powder the first time and it is not a very nice green, more like a greenish brown when I used as much as I did. Try a half of a tbsp - tbsp. It will be a very light color, but it is better than adding more and more to get a dark booger green that stinks! That is what I am going to do next to try and use the remainder of the stinky stuff. =)

If you want seaweed that does not stink but has a very beautiful colour, try spirulina.
