Yes, Phenoxyethanol is a preservative. It's used in pharmaceuticals as a preservative. Yes, Methylisothiazolinone is used to prevent or retard bacterial growth. As far as I know neither one is paraben based. The powdered goatsmilk would still present the same problems as there is water in the formula. Do not add any additional preservatives to a pre-made base. It already has preservatives and adding more could compromise the whole formula or make it irritating.
I would stick with premade base for now. Since fragrance oils or essential oils have different strengths, I would start with 0.5 oz. to 1 lb. of pre-made lotion. Do not heat up your lotion to add the fragrance! This will negate the preservative! Add the weighted amount needed to a ziploc bag along with the correct amount of scent. Close the bag and mix/knead til everything is mixed. Snip off a small corner of the bag, then pipe into your bottles of choice.
PS. If you don't have a scale, I would get one as soon as you can for accurate measuring.
