Hi I did a search on making your own reed diffusers and found an old link that was fairly helpful. There was however, a lot of things I didn't recognise ie. DPG (I think?) used to thin out the oils. Is this something that can be ordered from soap suppliers - remember I'm in Australia.

What would be another way of using the oils to scent things ie. mixing them with ?? and put in those little envelopes. We used to get these as gifts as little girls. Or sachets somehow?

Also drawer liners, or would this all be too expensive?

DPG is dipropylene glycol. The sachets that I have seen were either made with dried herbs, then scented, or stuffed with filling made out of fabric, then scented.
I've seen them in cute organza bags, with a flower bow at the top.
