Which of the above is less likely to stain wash cloths and to discolor lather?

If you want a "true black", oxide is the way to go. Activated charcoal tends to go gray, rather than black (and to get a real dark black, you have to use a lot, so it's more prone to stain). On the other hand though, for skin benefits, you might want to use the charcoal.

I prefer activated charcoal myself as it also seem to work for people with problem skin. Obviously, I can't make any medical claims, but that's what people tell me.

I don't think black oxide will stain of you use it in the suggested amounts. As long as it doesn't end up coloring the lather you should be fine. It's a pretty strong pigment.:)

I use black oxide regularly - up to about 50% of the batter in a swirl, and I have never had dark lather or staining.
