Just beginning to experiment mixing mica's. When it's stated that it can be mixed with a little bit of oil does that mean extra oil or oil from the batch?

I disperse micas in alcohol, pigments disperse well in oils. That small of an amount does not need to be calculated into the recipe.

For me, that depends if I'm using the mica for a swirl or the whole soap batch. For a swirl, I mix the mica in a small amount of glycerin. For the whole batch, I hold back a small amount of the oil and mix the mica in that. For MP soap, I mix the mica in alcohol.
