I bought Madagascar black pepper from WSP, the IFRA sheet says 31.7% for soap, can I actually use it at that rate? (I'm sure I wouldn't want to regardless because I don't like strong scents) WSP says something about the maximum percent the base will accept, but I have no idea if the percent given (6% for CP) is factual or just an example.

The IFRA usage is what percentage of an FO is skin safe in the given product. So with Madagascar Black Pepper, they're just saying that going above 31.7% would not be skin safe.

The 6% is most likely just an example of what they've found a good usage rate for it.

I wonder if that's a mistake. 31.7% in soap would, to me, be irritating. I wonder if that's suppose to be 3.17%.

They're all really high, it's all 31.7 or 12.6, I haven't looked a lot of IFRA sheets but I feel like I usually saw more variance too.

I wonder if it's perhaps diluted for whatever reason.

I would take that PDF with a grain of salt. I know that the actual IFRA site is hard to navigate, but from what I have seen there, their usage is much lower for soap.
