Cold process soap is naturally alkaline. According to most resources it averages 7-10, while one large company says it is normal for soap to have a pH between 8 and 10.5. They also say that the industrial made soap has an average pH of 10.5, while the pH of quality handmade soap "can be as low as 8.5". ETA: Anything 7-10 is ok. If you have a 10.5 and it doesn't make your tongue tingle, doesn't sting your skin, doesn't turn your pheno a deep color, then I'd say it was ok too.
