I think other soapers do this just fine. Mica doesn't bleed and glitter makes it through gel. THAT I can vouch for!

If I put it just on the top like that I usually wait until it's set up (but still feels a bit "tacky") and just brush it on really lightly with an old small blush brush. It hides when I get ash really well. It does wash off the bar in use though so you probably want to tread lightly that way and not use a terribly bright color unless it doesn't matter to you.

ok well i just ordered 1 oz of a gold mica to test the waters ...i hope i got one that will be pretty to top my cp batch with

You can definitely top your soap with mica. One technique is to do a Mica Swirl on top by mixing your (shiny) mica into some oil prior to drizzling it on top then swirling. Here's a great YouTube video that shows the technique:
