I've been working on trying to get a crystal clear aloe body spray that doesn't seperate. I've got the basic recipe down to my test batch as:
2oz aloe water
2oz witch hazel
2oz distilled water
1-2% FO, depending on the fragrence w/ equal part Polysorb 20
I'm still experimenting with preservatives, but so far I have like Optiphen Plus.
Then I am using color accordingly, I have used labcolor undiluted to the desired shade.

Is there any way to get rid of the cloudy look the polysorb seems to create when emulsifying or am I stuck with seperation or cloudy?

Mix the poly with the fragrance first. Some fragrances need a ratio of 2:1 poly to fragrance.

It's likely to be a characteristic of the FO that you're using. Especially in the presence of witch hazel. You'll probably have to experiment with a variety of FOs to find ones that will produce a clear solution. 2% FO seems like a lot to me. Try 0.5 - 1% FO.
You might try some peg-7 glyceryl cocoate instead of the polysorbate, it has a similar HLB value and is a good emulsifier and leaves an emollient feel on the skin. I haven't used it for this myself so it's just an idea.
