So I bought this FO & EO modifier from the other site, it's basically an emulsifier for oil in water emulsion. Anyway, usually when you list ingredients for room spray or body spritz you just said "fragrance". But then there's a section listed by the site all about California Proposition 65 that requires people in CA to list all toxic ingredients. This is copied directly from the site I bought the modifier from:

California Prop 65
Reportable Ingredients: 1,4 Dioxane, CAS#123-91-1, ≤ 20 ppm. Acetaldehyde, CAS#75-07-0, ≤ 4 ppm. Ethylene Oxide, CAS#75-21-8, ≤ 8 ppm. Formaldehyde, CAS#50-0-0, ≤ 4 ppm.

California CSCA

My question is, do I have to list it as above?! This is the first time I ever encounter CA prop 65. But if I have to list all these and give a warning, that would repel all the potential customers. How do I know if any other fragrance oil also contains anything from CA prop 65 list?

What is the INCI for the modifier that you bought? You will need to list more than just the fragrance. I normally use polysorbate as a modifier and list it as such on my ingredient label. Fragrance formulas are proprietary, so you won't know what's actually in them. Fragrance houses do their own testing, so unless you are using a large fragrance load, if you use it within safety guidelines you will be fine.

The reason I bought it is because I prefer clear solution for room spray or body spritz. I've been using Polysorbate but I do not like the cloudiness... Now I don't even know how to list the ingredients if I decide to switch to this one.

I just looked at it and saying it's just fragrance is misleading. They really should have at least an INCI listed. IMO I wouldn't use it, but then again it's not something I would buy unless I know the actual ingredients (actual fragrances excluded). If you are selling in Cali, this could be a problem.

Email Debbie or message her on Facebook. I buy a lot from this site and they are very quick to answer questions. They just went through a major site change and are modifying some of their pages (mention this on their Facebook). As well, if it is something you can't use, send it back. They are very good to work it. I have tried a handful of sites and they are still my fav.
