Even with a 0.01 scale, I find it really not a good idea to try to prepare really tiny test batches. 3 ounces would be 90 grams; an ingredient used at 0.2% will weigh 0.18g - even though the scale can measure it, if it is a liquid ingredient you need to add it directly to the whole, because weighing it separately would be impossible, most would get left in the weighing vessel. It's too easy to make a tiny slip and add a LOT more than wanted.
I do work with 100g samples quite often but only when I am checking basics, such as how much KOH I would need to neutralize an Ultrez-20 solution, for instance. When it comes to doing test batches of creams I generally find that 0.5Kg is about the smallest convenient size.
