I do a lot of room temp CP and really like it. (Actually, I don't melt my oils at all, but let my hot lye solution melt the oils) After my first 10 batches of so, I never really checked temperatures to make sure they were close. If the containers felt the same temp to my gloved hand, I mixed them.
Goats milk: love it in soap. Makes the soap feel really nice when using it and the milk sugars may help boost the lather a bit. But, regular milk and coconut milk also are nice in soap. I use powdered goats milk most of the time added to my oils and stick blended before adding my lye water. For me this is much easier than dealing with frozen milk and adding lye to it. And yes, you can use all kinds of liquids to replace all or part of the water.
