I'm not really THAT surprised to hear about someone being allergic to all the store-bought stuff, because frankly, most of it is cheap rubbish.
It's possible to find shampoo formulae on Formula Scan that don't use cheap surfactants of the type that cause irritation. Look for formulae that use cationic, nonionic, and amphoteric surfactants. These types usually have to be thickened using a cross polymer or similar.

I love surfactants in my handmade shampoo. I can't use regular CP soap for my hair. Go take a look at Susan's site. She has some good info and formulas there. http://swiftcraftymonkey.blogspot.com/
