If you neutralize glycolid acid, it will become useless. There are better exfoliators out there; walnut shells, almond meal etc... pH of citric acid depends on the concentration of the citric acid (and other ingredients in the formula). Citric acid has a pH of 6.9 or lower. Non-neutralized glycolic acid has a range from PH 4 to PH 7pH. Unless you are very familar with these ingredients and have a good pH meter, this isn't something that you should work with as it can lead to severe burning. This is from my experience as a Licensed Esthetician.
I would go with a salt or sugar scrub for exfoliation instead and a lotion bar with oils/butter along with socks at night for moisturizing.
