You can make lip balms without beeswax. You can sub soy wax, candelila or carnauba wax. Some people use a higher melt point coconut in their lip balms. The only true way to know what will work for you is to make little batches and test. Some waxes need up to three days before they will reach their final feel and texture.

It's the cocoa butter that's making that balm hard without beeswax. I don't know where you live but if you want the lip balm softer, like butter, I would try putting it in small plastic jars or maybe tins. Make sure that the metal tins are either coated or rustproof.

Also... Shea Butter is a lot softer than Cocoa Butter. You could always swap it, or use part Cocoa Butter and part Shea Butter for a softer feel.
