What persevative would be best for a pillow mist? (water essential oils and witch hazel)

I would try Optiphen.
Do not use Germall Plus. It's not suitable for product that will be sprayed.

I don't like preservatives if I can avoid them & in this case I think you can. So for linen spray you can mix your EOs w/ 3 ounces of vodka or perfumer's alcohol (to act as a carrier) & then fill up the rest of the 16-24 oz spray bottle w/ witch hazel, distilled water, or hydrosol. The alcohol naturally present in the witch hazel ought to be sufficient carrier but if not the 3 oz of alcohol will def do the trick. Both the EOs and the alcohol itself are preservatives so you could maybe skip the Optiphen unless you are selling it. That recipe i got from Mountain Rose.
