If I'd like to add vitE and titanium dioxide (as sunscreen based on my redings) in Susan's basic lotion recipe, in what phase should it be included - water, oil or cool down? And what ingredient should it take a percentage from - oil, butter, thickener or emulsifier?

I add the bit E to the cooled off oils. You would need an awful lot of TD. Some are water soluble, some are oil soluble, so it would depend, what you have. You cannot claim any sunscreen properties, as that makes it medical claim according to the FDA.

You're welcome. I would make the lotion without the TD and use a store bought sun screen separately.
