should i keep my oils (cocoa butter, shea butter, palm oil, coconut oil in my refrigerator? i have them in my laundry room right now.

There is no need to keep those particular oils in the fridge. To help reduce oxidation though, oils should be kept out of direct sunlight, in a place where temperatures do not fluctuate much (so a laundry room may not be the best place), and the liquid oils should be kept with minimal headspace. So pour into smaller bottles as needed. Additionally you may want to consider adding an antioxidant when you first open the bottles (either vitamin E or ROE).
*The solid butters do not require the antioxidant or as much worry about temp. fluctuations, just keep from direct sunlight and in a place where they won't melt.
There are some oils that are better off when refrigerated and some that require it, so always research your oils.

I keep all of my stuff in a basement closet. It's cool and dark. My mango butter has gone rancid, but it is 3-4 or more years old.

Mango butter is good for about 1 year, possibly longer if refrigerated or frozen. 3-4 year old butter is way past its prime. I would throw it away. Why make soap with the possibility that it will go rancid or you end up with DOS?
