What type of wax? What fragrance? Are you adding any color? At what temp do you pour at? Do you let the candle cool off slowly?

It's called 'frosting' and is very typical of soy wax. It is sometimes worse with colored candles. I hated it when I made soy candles so I started mixing soy 70% with paraffin 30% and it eliminated the frosting.

I just had this trouble too not sure if it is the same as yours, i will explain.. I use eco soy adv wax where there is no frosting. I went to make pine cones using BB brown color and wax.. well... my outside came out a light sand color and the inside was the color it was supposed to be.. i pour at the right temps did everything right.. I used silicone molds but i have used then for a few years with wax and never has this happen. Spoke to BB Anne Marie on the phone and she went to work finding me answers.. I knew i was using 4 year old color block, but thought it was ok to use.. 2 days later the inside went the same as the outside.. Courtney from BB thought it looked like old chocolate you know when it gets the pale color on the bar? and it did that is what i looked like for sure.. Well here it was the color, it was to old.. colors are good for about 1 year, which i didn't know.. I have some new brown and will try it again.. but just wanted to let you know that it could be the color..
