Teach Soap

I am on a TIGHT budget this holiday and I was browsing Etsy and came acroos a good idea, if I am able to do it. I see glow in the dark looking soaps and I know that my 16 year lod niece and 12 year old nephew would think I am the coolest TiTi on earth if I could give a few of them as gifts. How do I go about making these? Would I need a special ingredient(s)? Thank you!!

It's not the cheapest thing on the planet, but maybe someone else will find it for you less expensive.
