What is your avg mica usage rate for MP soap bases? Is it different for different bases, or is it the same rate but you just get different shade results?

I'm sorry I am posting all over here so much tonight, I just have so many questions!

It depends on your preference. Some colors need less, others need more. I would start with a 1/8 tsp. per lb. of base and see how you like it. Be aware that the white soap base will never give you a true red no matter how much mica you use. You will get pink instead.
