I have plain glycerin soap bars (already made and set) and I'd like to adhere some little frog soaps to them. Is there a way to 'glue' them on?

You can melt a little MP soap and dip the bottom of the frogs in it and then onto the soap, or use a dropper and pour some melted MP onto the main bar and squish the frog onto it while it's still warm

Does one need to spray the soap and the frog side w/ alcohol first?
