In the US., can this be added *on top of the loaf* and still be legal? Here is what I read....

"The manufacturer states that these products are used by major USA cosmetic companies. They confirm that the glitters are approved in the European Union (EU) for all cosmetic uses, as well as have met the EU's REACH criteria.

The FDA has determined that glitter is a color additive which is not listed on their list of approved color additives. This means that a glitter product is not allowed for use in any cosmetic in the USA. Consumers have expressed confusion over this, as it is obvious that there is glitter in all kinds of cosmetics sold currently in the USA and there are no known reports of harm caused by glitter.

The FDA has not explained itself to our company, but it has advised us that it recognizes that the cosmetics industry has been largely unaware of this determination and it is essentially providing the cosmetic industry a grace period during which FDA enforcement is "discretionary". This grace period allows the cosmetics industry to "respond". The FDA has not provided us with any information on how long this grace period has been in effect, nor how long it will be in effect. They simply state the the issue is "active"."

I would be using body safe glitter on top of a loaf of MP soap. I also list my ingredients on my label. So, like I say 'fragrance' can I just say 'body safe glitter'? Or just trash the whole idea?

If the way that I'm reading it is true, then you should not use glitter for the top of an MP loaf.

From the way I'm reading it, it's more like it's not an approved "colorant". So you can't list it as a colorant.
Just like activated charcoal & most other spices/herbs are not approved colorants for cosmetics. So if your soap is considered a cosmetic, you can't call the charcoal a colorant, but it could be in there for other reasons.

But if you contacted the FDA directly and they told you that you shouldn't use it, then I'd go by what they say.
