Hi, einnoc. You can add titanium dioxide to the olive oil base soap just like you would any colorant. If you're using the liquid colorant, just add it drop by drop until you get the effect you like. If you're using powder, start with a small scoop and work out the clumps with a little bit of rubbing alcohol or glycerin, and then add it to your base (you can always add more if you need to).
I wonder, though, if you would have some trouble achieving a true white since the olive oil base has a golden tint to it. It should make it opaque, but it may still have a bit of a yellowish color. (I've never added TD to the OO base myself, so I can't say for sure.) I'd try it with a just a small amount of base to test it first before doing a a big batch to see how you like it.
