I agree! My head is spinning! I've been reading the FDA docs (21 CFR 701.12)

"physical place of business .... or physical place of manufacturing".
However, if something is labeled only as soap it falls under a Consumer Protection agency and not under the FDA and doesn't require any listing of ingredients or place of business. However, the FDA knows there's very little "pure" soap out there for sale anymore. The minute anything else is added other than fats and lye, it becomes something else with a different "intended use". "Intended Use" is also a very important factor.
WOW! I'm exhausted! This is all very interesting, but is so open to a lot of interpretation!
I do think being informed is important. I'm going to go make some soap. Intended use = to clean!
I do believe information is power and having the correct information is protection!
