I have some left over oat water from making my liquid soap and was wondering if i could use in in lotion or if it would get icky. I know some people use goats milk in lotion so i figured this would work to. I will be using pheonip as a presevative and I guess i would use it at the full 1% to be safe.

Use no more then 10% as the portion of your liquid. To know for sure if your preservative is working and your lotion is safe for sale, get your lotion tested. Cindy at The Sage Script Institute does basic testing at a reasonable price.
