If you followed the Soap Queen's recipe for cupcake bath bomb frosting, I had trouble with it the first time I made it too. After weeks it still wasn't fully hardened. Her recipe says that you can adjust the consistency by adding water or powdered sugar, and it's very easy w/ that recipe to add a tablespoon too much water and end up with a frosting that is pipe-able but won't harden. The consistency you want is one that is just barely able to pipe. You want it as thick as you can get and still pipe it.
After a batch or two you get the feel for what you're looking for, and it gets a lot easier.
