The shelf life of properly dried lavander buds is 2 yrs & the shelf life of properly dried chamomile petals is 2 yrs. That's in an air tight container without moisture. After that they tend to become "stale" and lose their scent.
But if you add any type of moisture (essential oils, fragrance oils, etc.) that drastically reduces the shelf life and increases the chance for mold to grow.
edited to add: But also, if you're getting them from a supplier they may have been sitting on a warehouse shelf for a while, so if you can, find out how fresh they are.
