I have read a bit recently about using tea in place of water for lotions and soaps. Has anyone ever done this? (for lotion and/or soap?) I am really interested in using chamomile or green tea but I thought I'd ask around a little first!

You can sub any tea for the water portion in soap, but it won't add any scent and it might discolor your soap to brown. For lotions you can sub up to 10% of the water portion for the tea. Be aware that lotion made with tea is harder to preserve due to the herbal material.

I use green tea extract in my hand cream. 0.2%
It is the vacuum-spray-dried extract so it does't take much. It results in a nice pink colour.

I used green tea for mine recently. I steeped 4 teabags in the water overnight and cut two open and added it at trace for some exfoliation. I added 1oz FO to a few TBSP clay and added that as well. Made a 5# batch and 6 weeks later it's really nice. Soft scent, soft exfoliation and a nice tan color. I was really worried about doing it but it's my favorite way now.

I've used chamomile tea for water in cold process soap. It worked fine, didn't discolor much (mint tea went butterscotch, and the chamomile was much lighter). I also added chamomile essential oil to bring back the scent.
