For scrubs if you use sunflower oil that has a short shelf life, there is a chance that the oil will go rancid if stored for longer periods of time. That would make your scrub smell rancid as well. Preservatives are only used for germs, mold and bacteria. They will not stop the rancidity of oils.
CP and cream soap saponifies, but if you use (old)er oils, that soap is more prone to DOS. Shelf life of oils starts as soon as they are poured into bottles. We just don't know how long that oil has sat on the grocer's or vendor's shelf. It's always a good idea to use oils that have a longer shelf life.
