I will only be making lotions, creams and butters. I want them to be between 95%-100% natural. Do I need a preservative?

Also, do I need a melter?

For lotions or creams definitely. If your butter is just butter (and/or oils) and there is no chance that water would get introduced into your product, then no.
Melter is usually used for candles. You can use the micro, crockpot or a double boiler.
