Any oils along with sweat will mix creating a sticky mixture that tends to gum up the motor and will stick to the sides of the jacuzzi tub, which requires draining the tub and cleaning it with cleansers that will not harm the tub's finish, scratch it or lift off the protective coating.
Try making your bath bombs without any oil, or use a very small amount along with polysorbate to dissolve the base oil and solubize the fragrance. There also exists water soluble fragrances, but I've never tried them. With that said, personally, I would not use bath bombs in the jacuzzi at all.
