Which is the best sweetener to use???? Also, do I need to dilute my flavor oils? What makes a "fragrance" oil safe to use on lips??

Only use flavor oils specifically stating they are safe in lip balms. You can buy sweetened or unsweetened, which you can sweeten to taste. Responsible suppliers will give you a recommended usage range too. It's fun to experiment with new flavors just like experimenting with new scents for soap. Have fun!
