is it true that when making bath bombs if you add clays you shouldn't spritz with witch hazel because it can activate the clay and grow mold?

I've never heard that before.
If you're using regular witch hazel from the store it usually has a fairly large percentage of alcohol in it. I would think that would be enough alcohol to keep mold from growing. Also, why wouldn't the mold grow on the bombs that use herbs & witch hazel on them?

No. it's the chemical reaction with citric that start the fizzing. Witch hazel has a lot of alcohol, which evaporates.

Thanx for clearing that up. I had never had a problem with mold and sometimes I do use witch hazel, other times I don't.
