How are infusions supposed to be listed on an ingredient label? I've infused sweet almond oil with rosemary for a shampoo, and am not sure how to label this correctly. Would I just list "rosemary"? I'm also considering adding just a drop or two of rosemary essential oil to the 8 oz formula, since the shampoo contains very little of the infused oil and I'm not sure how much benefit you get from an infusion. Would I list the essential oil separately?

The rosemary EO is to be listed separately if you are using it for anything other than fragrance (and you need to use the INC name), but if you are using it for fragrance that is all you need to list is "fragrance".
The tea/infusion should be listed as; the INC name for the herb, ie. Chamomilla Recutita (Matricaria) Flower, then the word "Extract"
