Differences in % do matter. It depends how it's manufactured. There are also fragrances that work for bath & body products, MP soap, but not CP. So the "soap safe" could mean anything.

Yeah I will get some more and use it in MP. Had just hoped to make a 'pie' looking soap with it, which is easier with CP ><

At first I thought it might be from Alabaster Candle Supply which is no longer in business but whose fragrances were carried over by Community Candle Supply. They have a key lime pie fragrance oil listed on their website. However, given that you're in Australia, it's unlikely. Can't speak to your discoloration.
