Hi, Selena! Fragrance is a personal thing - some folks like more, some like less. Like soapbuddy says, it depends on the strength of the FO or EO. Sometimes vendors note on their website the recommended usage rate. Generally, the usage rate for FOs in CP soap is .5 to 1 oz. per pound of oils. For CP soap, I usually use .8 oz. ppo unless the scent is especially strong or weak. (For M&P soap, the usage rate is generally between .25 to .5 oz. per pound of base. I usually use .35 oz. for M&P, which works out to about 2 tsp. per pound.)
Usage rates of essential oils vary, since some have safety concerns. For EOs with no safety concerns, .5 to 1 oz. ppo is probably a good range. Some of the stronger EOs (like clove, cinnamon, peppermint, etc.) can be skin irritants, and they should be used more sparingly, like .1 to .3 oz. ppo, depending on the EO. You can experiment and adjust from there.
