I want to use a blend of EO's for hot process soap that contains Bay. One online source says that the maximum use level for this oil is .8% The percentage in my recipe is 1.81%. I've looked at other web sites and books and can't find any other data for such low usage rate.
So I thought I might try adding some black pepper to the mixture in place of the Bay, and again one sourse says the max uses level is 100%. But in looking at all my other information the usage rate is 1%.
Any thoughts on this?

I would not go above 1% TOTAL for those two. I know for a fact that Black Pepper at higher amounts will be irritating. I have not gone above 0.7 for Bay. For me, that's strong enough.
