Essential oils are natural, while fragrance oils are synthetic. So if your market is all-natural products (if you're selling), or you just like natural, use essential oils.
Essential oils are also used for their aromatherapy and therapeutic benefits. Fragrance oils do not have any therapeutic benefits. If your interest is in aromatherapy, use essential oils.
There are many, many more scent options with fragrance oils. With essential oils, you are much more limited, with mostly plant-based scents. Fragrance oils can come in almost any fragrance imaginable. So if you want endless options, or a specialty fragrance such as foodie scents for food-inspired bath bombs, use fragrance oils.
Different fragrance oils tend to be relatively uniform in cost. Different essential oils, however, can vary widely in price. Some essential oils are relatively cheap, while others are VERY expensive. In general, I would say essential oils are pricier than fragrance oils. So if you want more affordable, use fragrance oils.
As for ease of use, I'm not sure that one is easier to use than another. In soap making, some fragrance oils can accelerate trace and cause other problems, but then, so can some essential oils. Some essential oils also do not stick well in soap. But if you're just making bath bombs, neither should cause many problems, and one is probably not easier to use over the other.
If you're selling, keep in mind that a few people are sensitive to fragrance oils due to their synthetic nature.
Essential oils have to be carefully used and must be treated with respect because of their highly-concentrated nature. Some essential oils, such as clove, cinnamon, balsam of peru, and the citrus oils, can cause irritation to a few people.
Also, if you're selling, look at your target market to help determine whether to use fragrance or essential oils.
