Teach Soap

I bought some multi-base from NG to make some lotion from - I want to use up some FO that smells great but fades in CP soap. Its intriguing stuff - solid at room temp, just dilute with warm, distilled water to desired thickness, from body butter to light lotion.

I am going to dilute to light lotion consistency. Using the IFRA max for lotions - I can use up to 3%. My question is - that does include the weight of the water you are adding, correct? Unlike CP soap, the water is going to stay in the lotion.

Yes, add the fragrance according to the total including water.
