Assuming you are starting with a 1 oz. bottle (25 ml), the bottle will hold 5 tsp. or 500 drops.

To make a perfume you would need:
15-25% Essential oil or fragrance oil
(That would figure out to being 75-125 drops)
4 tsp. perfumer's oil.

Perfumer's oil will not mix with water without a solubizer. For an oil based perfume, you don't need a preservative.

So the way I do it now a year later is to fill the glass perfume bottle up 30% with perfumer's alcohol, then I add the EOs, the I fill the rest up with distilled water, & shake. It works great and doesn't stink like alcohol or clog up by atomizer pump like when using jojoba oil. Sure, I have to shake it every time bc it separates but that way I don't have to use any polysorbate or Optiphen. I suppose if I was selling it I would take your advice and perhaps add some polysorbate but I woudl likely give customers the option to skip the polysorbrate and just shake the bottle before using bc i mean c'mon it's not that hard is it?
