It is hard to find percentages on EO's.I found a great site, that gives you great info, but still no %.
Is there such thing?
Here is a very good site for calculations.
I'm looking right know, for making perfume oil?roll on.

It depends on what essential oil(s) you're using, which is why soapbuddy's suggestion of using the BB fragrance calculator is a great idea.

Usually, skin application uses a 1-2% dilution rate (10-20 drops of essential oil for 1 ounce of carrier oil) but some essential oils cause skin irritation so you need to use less or avoid them (for example, lemon, ginger, lemongrass, oregano, peppermint, thyme can all irritate the skin). That's why it's important to look up the usage rate for each oil you use.

No EO should be used in more than a 3% dilution rate, strong eo's are anywhere from 0.5% to 2%, and these are adult rates. Children and the elderly are 1-2% for normal eo's, depending upon the eo and the age of the child. You can and should look at the IFRA dot org site to find the rates for specific essential oils, as many of the vendor sites do not supply accurate numbers. :)
ETA: also remember that the rate varies for each product type too. There are 10 categories and you must check them to find the appropriate usage rate.
Also, above I said that you shouldn't use an eo in more than a 3% dilution rate, but the wording is off and incorrect anyway. Some eo's, in some products can be used in higher percentages. Aromatherapists generalize that you need a 3% eo at max, but in other products many can be used at 5%. So you really need to know the product category and check the IFRA usage rates for each and every eo you want to use. If you are using more than one eo in a blend, you will need to check all numbers and carefully calculate each portion.

I have been looking for something to tell me how much Orange EO to use. I went to IFRA.org but that is the strangest web site, and I couldn't make heads or tails of how to get any information there.

Nature's Garden sells EO's and they provide IFRA certs and MSDS. Don't know how kosher it is to use them if you didn't buy an EO from NG...but I have consulted their information. The experts will correct me.

You won't find IFRA certificates on their site. From their FAQ section, it appears that each IFRA certificate is developed by the FO/EO manufacturer on an "honor system" - the industry is self regulating. That's probably why some FO/EO sellers provide the IFRA cert, and some do not. So it looks like the manufacturer "owns" the certificate; there is no motherlode or central collection of IFRA certificates at their site.

One thing I have noticed about the info provided is that they don't have to note the vapor pressure of the EO/FO. That's sneaky, as this info would tell you how easily an EO/FO would evaporate, and possibly fade.

The IRFA usage rate for orange eo is 5% in all categories except 10, which includes dog shampoo, and it is 2.5%
